You are 100% correct. However since that rule allowed the "Dual Family" game and other such games to be considered active for years without content, perhaps the mods should consider revising that rule. That's what I'm saying, and, likely, what others are implying.
EDIT = and if for SOME reason people really like that rule (couldn't even imagine why), perhaps add a new "Slow as Fuck" qualifier to a game development. Name subjective to change of course.
While you are entitled to your opinion, I don't see that happening. Why would this site, a pirate site, who pays zero money to the devs be able to dictate how fast a developer will work, how often they can rest, what projects they must work on, whether they quit their primary job IRL. You want to try to enact change because they are not doing stuff as fast as you want, start paying the dev money, then you can complain all you want and they have to listen.
Other wise, the rules on this public, free forum are that if the dev communicates every so often, the game is not abandoned. If the dev asks (or states) they are going to go on vacation or take a break, it is put on hold. Beyond that, just let the river of life flow and try out some other games (including others from this dev).
