I'm not especially involved in technical work around translations. I was luckily able to do the manual transaction job on Revenge Game because the provided pirate package was already setup with BeppinEx installed. So the majority of my work was reviewing and fixing, and often completely rewriting, the existing MTL translation file.
The game you linked is not Unity based so the BeppinEx tool is not compatible.
You can try searching in the https://thef95zone.info/forums/request.119/ translation request subforum for your request game to see if it is already in progress. You can make your own request post if it is not already there. Maybe someone there is more familiar with this specific game platform and translation tools.
