It's just loading TyranoScript. Wont let me play the game(Both modded and unmodded) any way to fix this?

Shorten the 7z files long name before you extract it, it can cause errors. Or make a copy of 3.0.22.

Mods are in mod packs mostly, that 3.0.22 post has links and instructions. You don't really want to mix ones from other game versions, or mod makers.
