Pretty sure all the problems are because of some files being in japanese and cant run the locale emulator either so cant really do anything about it until it gets fixed

Yeah it's local emulator issue. Which is pretty common.

How do you unpack it using the local emulator? Using winrar

Just use a 7zipper file. It immediately translates it into japanese when you unzip it.
