Tia drums: You need to have a party in the merc's camp. Just finish the party and then it should trigger the dialog when they sit around the campfire. The you can go back to Rumah and let Umin build the drums.
If the dialog doesn't happen, you either haven't progressed far enough or let Tia go to tent with Dwain. So make sure Tia stays at the campfire.

Why is penny not able to pay her bills

I have little experience with this quest, but I can tell you this:

In the early stages, the Farm and the Land Penny is leasing are too dependent on the MC/Player constantly taking care of different areas.

If you don't tend to the Farm, Penny won't have the money to cover the taxes and pay the Workers every month.
You can give her money if want.

Currently, there isn't an Management Interface for the Farm similar to Rumah or the Mercenary group.

There is definitely a bug on the "dead Palak route".
If you look at the walkthrough, it says that after Palak died you go back to Rumah and inform the guards about his death.
After that, you are supposed to tell Ayita what happened to Palak but this conversation never happens.
This is the step that unlocks the possibility to give some gifts to Ayita on the "dead Palak route".

I played the game a while back and this used to work, but when I replayed the game about 2 month ago (after the recent Ayita update) this doesn't work anymore.
The only way I was able to continue Ayita was by editing a progress variable in the save file.

Chyos please fix this bug.

Imawyn enter the Leader's Tent after 4pm.
Did you talk to her while she is standing beside the bed? If not, you need to talk to her a few days until she warm up to the situation.
