If you have an artefact, simply click on "upgrade the Sanctum" in the village management screen, you should now see that Verna is working on it for four weeks.

I downloaded and used someone else's save file a long time ago. So I checked it and saw that the Sanctum is lvl 99 . It started working after switching it to level 1
