5 star rating, but due to the nitpicks I'll list at the end, actually 4.5. The first half is easily 5, the second closer to 4.
Gameplay: A pretty ambitious strategy/VN meld with goals met in the former leading to progression in the latter. There's a lot of resource management and troop/worker placement, with the highlight being the proclamation system where you exchange your stockpile of resources for a sometimes permanent benefit. It looks complicated but I found most things to be intuitive and I had a lot of fun for the first half of the game balancing and min-maxing everything. I also enjoyed discovering the new systems and troop types. While the tutorial is unwieldy (having story elements in it is good for first time, but later should be simplified), I didn't have to refer to it more than twice. No bugs that a restart wouldn't fix. If you don't like strategy however, I can't recommend this game.
Story: Not terribly complicated but novel enough for an adult game. While some others have taken issue with the characters being thinly portrayed (and I agree to some extent), I think there's enough for the purposes of this type of game, as long as you're not expecting the depth of a pure VN. Probably could use a few more of the conversations where you just ask characters questions about themselves.
Visual: I liked the strategy layer graphics well enough, my only gripe being that resizing the window lead to problems. For the VN bits, the art was good but I wouldn't say great. Part of that is that I didn't like the designs of the secretary and princess (the former is just not my type, the latter had a costume I found silly, even with story reasons). I felt that more scenes needed art, particularly the final work scenes. As it is, it feels lazy which is obviously unfair since the cause is going above and beyond with the writing.
Finally my nitpicks, listed here more for feedback but be aware I could do a list of minor things I liked that would be 3 times the length.
I kind of get the feeling (and could be totally wrong) that the dev saw this game wasn't getting a great reception so finished up as quickly as they could which is a shame, since if the latter half had received the same amount of care this could've been a really meaty strategy title. Don't mistake this as me saying the game's incomplete- it has many ending variants, just its potential was not quite reached.
