The Aria quest is still broken. I decompiled the game and found that the file that controls the quest flags was missing a line or two. Adding that and recompiling fixed it.
Kemono has the most recent devlog, so read that before doing anything in the newest version.
Carmen can first be found inside the spa during the afternoon. Talking to her once there should move her to outside the cafe on Tuesday and Friday afternoons. Just help her out a few times for her scene.

if you still wanted to find carmen despite someone already upload the hgal.dat file.
you can find her inside spa to trigger carmen event, she should be there at any day afternoon(idk about weekend). After trigger her event you can find her in front of cafe on tuesday and friday for cecilia speech, there's bug for her event so i recommend to reject her offer first then talk to her again
