have you ran it in the japanese local? its been forever but im pretty sure thats the fix

also running a zip program that lets you do it in japanese mode like bandizip

In fact, I was able to start it, I just put it like it said, but minimize the winrar and wherever it says Japanese, you pull it into the game folder and extract it and you can play it
