Usually, playing the 'Stickler for the rules' is often ridiculed in games, but being an administration know-it-all makes sticking it up to nobles/sifting through bureaucratic bullshit for the less fortunate, an immensely satisfying experience.

The only problem I have with the game that it doesn't fit the theme. In the Imperium's Bureaucracy everyone gets fucked and so far its only the protagonist doing the fucking.

il guess you are playing apparatchik. try rapport. one easy explanation is that you are interreacting with very minor characters so you outrank all of them and even then if they don't like you they can create problems. i think these dynamics will change as we start to interact with more people in power but it will certainly take some time.
