What exactly is the voice mod, does it make the characters talk like a voice over or is there only reactions to certain names?

Also why is it tagged as animated, are there gifs or animation eventually?

It adds voice clips in for Sylvie, not a full voice over. I would guess it's either tag animated because of Sylvie's facial animation, or the one fully animated scene that will appear in memories.

There was a update in October and a load of little fixes after, look here for (PC) links and instructions for that. Ray did say that another would happen sometime around now, but I would expect it to actually be any time soon.
