I can confirm that clicking the middle girls neck indeed works. If you do it right her speech text box pops up confirming that this continues the game and allows you to complete the game.

I saw your question about Chun Li but could you be a little more explicit about what you need? I think the last card you get from her is triggered by helping Athena in the hotel of the nudist island in the second town. After that she says something about Chun Li and you can go back to her house to get the card, if I remember well.

I mean how to get the photo card (circle sign) and the last character (arrow sign) I think it's Chun Li, because in the row of tables there is only 1 Chun Li photo card, if it's not Chun Li please tell me who the character is (arrow sign).

Indeed the first card you miss is Chun Li's second one. I think you got the first one after giving her Oolong tea when you first met her on the beach.
For the second one, quote from the walkthrough:
"- you can now go to Chun Li's house, the first house you can see when you walk off the beach. when you are inside take the stairs and talk to Chun Li, she needs an electric vibrator (that you buy from a merchant in the first town) to shoot a video. give it to her and get a card after an event."

The two others are from Cammy, again quote from the walkthrough:
" - Cammy is now (after you got the second card from Chun Li) in the park next to ChunLi's house, if you talk to her she'll give you a quiz (answer is 1993) and two collection cards if you get it right. "
