Honestly - probably not. Netorare is a very male-centered genre in general. On the art, presentation, stories, perspectives etc - the target audience is male, for sure. I've read somewhere about a poll regarding ntr's biggest consumers being women but I don't trust that for some reason lmao. Even in the tropes and fantasies we usually see in the ocean of rpgm/vns/adv/indie games released every year (doujins/hentais with ntr as well) - most of them pander to the male audience.
I mean, of course there's probably women who are into it - cuckoldry wouldn't exist irl if there weren't. But when it comes to fantasy and hentai - I wouldn't think they're the majority, but I could be wrong.
I've had two exes who were super into hentai and both of them hated ntr with a passion, for many different reasons. It's an interesting question, really.

Most girls are neutral to positive on NTR as a genre. Guys are usually either extremely negative about it on an almost reactionary level, or are super into it.
I'm pretty sure the main demographic of NTR in Japan are women, outside of Japan I'm not so sure tho. I only have a vague recollection of seeing the stats on that though.

every female fantasy involves netorare/bss netorare told from the females perspective. ntr to men is exotic having a lot of emotional impact whereas ntr to women is every day life like breathing air. all their stories are about having some dorky male friend(netorare protagonist) who is "safe" while she chases after the netorare antagonist. it's that or directly cheating and monkey branching to the better guy. naturally they try to portray the current guy as a loser that's at fault for everything, but remember in netorare the female always rationalizes about how it's the little dick husbands fault too. the husband in netorare didn't satisfy her and wasn't cool like the netorare antagonist so it's his fault too just like in the female romances.

my cousin's college friend is into AI bots and hentai games but she definitely doesn't play ntr, she thinks it's disgusting and unrealistic and I agree with the second part but who knows if these are her real feelings after all, ntr (in general) is something that both parties do willingly

Thanks, I gave that game a try a few months ago and found it really interesting, reminded me of some old school Adventure Quest stuff with an NTR H-twist. I've come to realise I don't mind visual novels but I prefer it most when there's actual gameplay and scenes tied to winning/losing, like the true otaku pervert I am.
I'm also making a game btw (saw your title). It started out as an RPGM hentai game but I've moved into mainstream development. I'm going to look into what you've made and give it a go too.

Okay, but doing art is one thing. Many devs (even female ones) have stated they don't actually "enjoy" ntr - they just draw commissions or make stuff that'll sell. Again, I'm sure there's women that are into NTR - but my guess would be that they're in the minority. I'm surprised to hear it's such a big number in Japan though.

There could have been such huge potential in the academy-focused undercover setting, but if just fizzled out way too quick. A person like N_taii (Henteria Chronicles) could have made an absolute banger out of such a scenario.
There probably are a portions, but I'd recon most girls are more into the (very much adjacent) cheating and swinging genre, or the Netorase subgenre. Cause in most of those instances there is often a female POV, a "more handsome" or "more perfect" man that steals you (as a girl) or an agreed upon kink between you and your partner that you both enjoy.
I think one thing that could turn off girls is the male-domination focus and the sexist way that NTR games tend to portray the interaction between men and women, especially when it comes to the aspect of the "alpha-men being superior" mindset as well as the "girl/woman being reduced to a nymphomaniac that is getting sluttified an falls to her own cravings".
Although there are probably also girls who enjoy this immensely, much as there are a lot of men who enjoy masochistic fantasies and female-domination fantasies.
