I'm relatively sure that Cindy's character is a satire, and sort of a joke on the player. Her character is "blonde." She's basically an empty vessel. She even has a "Live Laugh Love" poster in her room to make it extra obvious.

Not that she is as wild as Ivy or Jess, but that wasn't suggested, either. She was introduced as the hot taken girlfriend, just a bit opinionated and spoiled.
There are some hints that she is a bit naive and easygoing, but she is too sharp, stubborn, observant, emphatic (if she chooses to be) to pass as the stereotypical brainless airhead blonde.

Ian is a special case. I'm talking about the average guy like Wade. He got Cindy, but you wouldn't really think he could get Cindy if that makes sense.
Actually Wade was ever well above average pre-ors event, and is noted to be handsome by Ivy and also by Ian. And you are right Ian is a special case since he is player controlled he can really be a rizz god to a loser depending on player choices.
