It's hard to be certain, but I think you can just make out the strap and buckle for the garters on those background legs, just like the ones Andrea is wearing. I'd say that's another house girl, she's just a little taller (by height or by camera angle) than her companions.

I think that's her hand/fingernails and skin of her leg (i.e. we're seeing *just* past the top of her stockings).

Judging by that image you linked with all the house girls, they all pretty much have the same height, so I doubt its that, it has to be a weird camera angle, or it's a different girl, guess we'll have to wait and see

There are significant differences in height between the House Girls, as you can see in the most recent preview. The group shot hides this with posing so that they fit better together. To note also, that picture is pretty old and marked the initial draft for several girls.
