OK here's a bunch of considerations:

A) You may assume the Sterling scene with the cop is in the same section as the Young Hunter one, due to the brown liquid slathering Sterling's hands and Young Hunter's Mouth, but at the same time the floor in the Hunter scene seems quite different from Brenna's. If it was a follow up scene when the cops show up, why would Sterling still be slathered in brown fluids, and why would he be in Brenna's room? Unless of course these police are working with Hunter? Knowing some of Hunter's corrupt connections, I would assume that this could also be a setup for Sterling to use corrupt police to get him out of the way and put him in jail.

I don't think that's standard procedure, but maybe if they couldn't otherwise identify a body. Also there would have to be DNA to compare with, but the supposedly dead Hunter was burned in a helicopter crash and identified by (falsified?) dental records, not DNA.
