That's where your reasoning is flawed. If one dev was too focused on releasing his personnal projects to work on Radiant, the other one would have time to develop and release his own personal projects while waiting for his partner to make progress on Radiant, which is clearly not the case here... Therefore, you can only deduct one way and not the way that you find more appealing.
Oh, I find neither more appealing. I care for the end result in terms of Radiant, not about the blame game, and Radiant's devs as a team are responsible for what is happening (or "not happening"). However, not to me or any other complainers who do not support them.
But that is missing the point of my original "homework" post, which was possibly worded in too ambiguous a way. While I appreciate you standing up for somebody else, that one wasn't so much about the content but about the idea of repeatedly telling others (patreons) how they should behave when they themselves didn't ever bother to get the most basic facts together. Getting the facts, weighing them, and then making an informed decision is a whole different beast than just running in screaming without knowing what has happened. Even if what these people say is the same.
