I guess we are locked out of Linda's path after choosing to delete Bill's memory rather than transforming him into a girl,so this dialogue difference is wierd(screenshot0001 normal dialogue,screenshot0002 using URM mod).

You guessed wrong. Linda isn't locked even if you choose the erase memory path.

It disappears when it is not needed anymore, to remove clutter on the map screen. If you want to interact with them again, summon them from your phones contact list.
