Honest opinion from someone that doesn't like much NTR but spoke with some authors that also do NTR manga:

It depends. Some are straight up BBC (black character and BBC) but a lot of the NTR games use dark-skinned characters just for contrast. It's more appealing and makes the details easier to see especially during rowdy sex scenes. For the big cock part, I think it's just the fixation of "lady falls for the guy who is a sex master" and it allows for justifying why characters that shouldn't have much sex experience still act all cocky/confident and can make the lady fall for them through sex.

That's also why you see a lot of stuff like Taro here or the usual dark-skinned/tanned guy that is either a sport junky (that spends a lot of time in the sun) or a thug (that tans at salons) or something else.

TL;DR - most of the time it's an artistic trope that makes it easier for the artist and for the viewers.
