The Play memories tab seems empty, and using Unlock all memories doesn't seem to do anything. It just says "There are no more memories to unlock".

Is this intended? Maybe I have to play the game up to a certain point?

Yes. It should work on Android.
The easiest way to get it to work would be by using JoiPlay. You could just drop the 0x52_cheats.rpa file into the "game" folder.

On version v0.4.4a, crashes at the museum when the girls are posing like the statue, before the option to take or not take a photo. Repeated exceptions, eventually unable to ignore, with game totally frozen at that point. Game progresses fine if mod is removed.

You mean it doesn't show up at all? Did you put the mod in de correct folder? Which platform are you on? Does the log.txt file show any lines starting with "0x52"?

so i put URM in all my games by myself. will these conflict? different names means it'll let me put them both in the same folder without overwrite, but i'm betting they will break each other.

Edit: and based on what you have stated is in the mod the only reason i would use my own URM as well is to rename characters.
