I'm pretty sure to get that item you have to literally fail a check or something, a pink pants or something like that
The Holy Pants are necessary, but he'll also need full stats from the best gear available. Lock Glasses from Nimble Fingers, etc.

yeah, i rember that specific check drove me crazy at the time lol, i just couldn't find out how to get any more points in stealth until i discovered them pants
