Looks like one of the ones after she loses to Ambal and is held captive. Don't recall all of them.
Yes it is all other scenes work fine but this one just skips the entire animation and returns me to his desk.

Didn't notice issues with mine, but I haven't replayed in a while so I might be forgetting it.
Is it possible to raise the dissatisfaction of the residents to 60 or the game just ends there?

You'd need to use the Cheat File that gets released by someone after a version, unless you know how to use a cheat program for the game. To get a lot of the scenes though you need to grind a little bit, the Camming and Massage jobs, so a little grinding is necessary and done right you'll have just enough money to get through things.
I am now stuck at the point where fake Sluterella was kidnapped from TV, and there is an ! ask me go to work, and then after talk to everyone, no further instruction and no mission in night raid...

Based on past works of the artist. Little to none. It is more or less dressing up in a certain way. So far, there isn't much for anything leaning to transformations. Maybe hypnotism but nothing that alters physical appearance drastically.
