I brought them before gaining enough skill, but even after I've gotten 40 skill I'm unable to use them (despite buing teal afterwards and finding and being able to use it).

A lot of content with stepsis, yes. Femdom content with her is also presented (and it's not few), but how much of it is debatable question, cause she's nymphomaniac and more about sex with others (mostly with manly males), then with the main character. And you can't become regular sub for her, unfortunately.

It's been the good sister, the bad sister and the stepsister. The difference between "sisters" and "stepsister" is that with the step you may have direct sexual interactions, and with the real sis you can't to do sex (but still may help her with her goals).
RN the game have a lot of content with her, you may find what you like. Also the game have lots of mistresses and lots of femdom content to offer. Strongly recommended, if you're into femdom and sissy protagonists!
