In this case this game has "Netorase", it's not "Netorare". It's literally her (the players choice) to basically prostitute herself.
I'd say 200% given that Ollane technically finished the game about a year ago. Took a short break to try making other games. Then came back and continued adding to it with the "Expansion" which pretty much doubled the amount of stuff you could do and see in it.
He also just mentioned on Patreon that the latest beta 1.380 is his last planned content expansion and any future updates will be bug focused. So it definitely sounds like the game is complete.

There is an upcoming game 'Tomie in oddland' that ollane will be working after this game gets completed but it's supposed to be different in a medieval fantasy setting. Not directly a sequel I suppose.
