If my memory serves me right, you do that by using the option on your phone

in the free text message phase there seems to only be bfs, friends, and dick pics/ads etc.
in the contacts (10AP), its only boyfriends, "etc", AV manager and friends (other things are grey but blackmailer etc. doesn't sound like student loan manager anyway)...

Edit: Ok i found it, its the phone - but only if clicking on it in the inventory. I thought thats only for cheats (big cheat icon) but you can also pay off debt there.

Are you talking about the ForeignXTuber event?
You can proceed with the message part at home
From the second event onwards, Uniform attire is required. You have to buy it at the shopping center.

The script for the mod is planned to be distributed after completion.
It is currently updated almost every week.
