Because for some reason, CC companies have a hateboner for anything asian, and want to censor the fuck out of them, while blatantly ignoring actual bad actors and illegal happenings in Europe or America
So, curious thing about that. Feel free to dismiss it if you want because I don't remember the source (I know I would).
Years ago, some hedge fund manager noticed the pornhub being spammed actual illegal shit but thought it was something enabled by the moderation, and since he was friends with some of the payment processor CEOs, he told them that they could exert pressure so the site would be forced to delete it more quickly. Obviously it worked, but Pandora's Box was opened, and the middlemen noticed they could exert pressure globally, since they DO control a very large share of transactions.

Sounds plausible enough, but there's no way of knowing if that would be the core reason CC companies got a stick up their ass when it comes to fictional content. It's just unfortunate that SOMEHOW these people get to dictate what others( who worked hard for the money they have) can spend on
You're missing the forest for the trees. It's just money. Asian things gain ground, what better way to stifle that than by closing payment means? Kinda like how a few years ago, the comics industry worldwide was growing bigly, except not really, the ones presenting those charts just started including manga as comics to pretend sales weren't stagnating.
