I personally think the MC is written as an idiot. Why force the player to make him go back to talk to Hesy about the document in the Queen's study, when all he has to do is ask her to get it once she is fully under his control. I think the dev is just trying to use filler in the game and force the players to make the MC walk all over the map. The same goes with all of the unfinished or partially finished storylines that have been left in limbo since the game started to be developed however long ago.
