I downloaded and used someone else's save file a long time ago. So I checked it and saw that the Sanctum is lvl 99 . It started working after switching it to level 1

Not quite a walkthrough, that is impossible to do in a sandbox type game, but a sample path. It gives an impression what to do and where to gain what. The first tab in the xls in the zip contains tables for looking things up. Not much there yet as it is early days for this game. The xls is contained in a zip as lots of things don't like open xls attachments. Also a pdf of the last tab for quick viewing.
I noticed on day one, after you went to amazona, it says to help upgrade the armory upgrade, but the game tells me I'm not there to help... therefor you lose a day and the following rows don't fit anymore. Same on day 5, if you go praying, you can't help upgrade the brewery

Just a remark, it is a sample path so things (especially when involving random factors) likely don't match with your playthrough. The sample is just intended to give ideas, it is certainly not a walkthrough. I made the sample path on an early release of the game as I am a beta tester. The dev made some changes/corrections in the area you mention.

There's nothing random about what is being discussed here. You can help in the upgrading of a building IF YOU ARE IN THE VILLAGE. Obviously, if you went out to explore a hex, you're NOT THERE!
You can still upgrade a building without helping, it just takes longer. Nothing random there. Or do it when you return the following week. That is what was meant I believe in zapallbugs' walkthrough.
I will include a walkthrough of sorts in v0.3 in any case.
