The art assets for most events are already in the game, and as per Mulan's statements, most of the dialogue is already written. So it's really just the coding and the awful management that is the problem here. And judging by all the bugs and the terrible performance, no AI in the world would be able to save that.

But the game is heavily leaning towards it happening for Kira. She can get brainwashed into believing she is a breeding cow and in dialogue, it is stated that her implants will respond to her desires to get pregnant.
