Yes, they have been since around November of last year, I'd wager it's getting close to 50 developers as of now have been removed from Patreon. Because they know some dev's put patches there among other things. It doesn't matter either if it's a fan made patch dev's are still getting booted.
I think getting all their subscribers to make the jump with them is the hard part. Especially when the dev isn't very reliable with releasing content or info. Considering those devs probably rely on the fact alot of subs probably set it and forget it....
That's not really it, SubscribeStar only accepts Visa/Mastercard and that is it for payment processors, while Patreon accepts almost everything.

Per that post, SS does accept prepaid cards.
If I see it again, I will definitely save it as it is germane to the entire Patreon crusade that is ongoing.
Patreon is getting Way too overbearing these days.
