I'm hesitant to compare the development between 2D and 3D games as the time investment for a single picture/render varies a lot. Although while it has been over a year since the last chapter, it's (going by this thread) been in April when Eva last released an update. Granted there is some criticism warranted here for doing a remaster mid-development and the time it took but it's over and done with (hopefully). To be honest, after this absurd shillyshally with ch.10, over a year without new stuff, Eva needs to restore some reputation. When she made GGGB, even during very complex chapters, she kept a rather regular schedule. Half a year for the next chapter is simply too long.
We have other high quality, complex games on site, developed by 1 or 2 persons, like "Pale Carnations", "Summer´s gone", "Where it all began", Nothing is forever", Tomie wanna get married" to name a couple, which keep to a schedule of 3-4 months, Tomie gets updated every month, or got faster over time.
My impression of Eva as a dev is that she doesn't like to give up creative control and tends to micromanage most tasks, which gets more time intensive as the game advances and adds more variables, branches to consider. Though, I'd be glad if she found reliable people she can delegate some tasks to.
In the end, as I'm not currently supporting her, it doesn't feel right to accuse her of anything and I'm just happy when an update drops.
