In this context, the repetition reinforces the special nature of the person in question, and carries an implied meaning beyond describing familial relations."Have you met her?" would be more natural way to refer to someone in dialogue, when their identity is known to both persons involved.
Grace becomes "Ian's mom" the same way your superior in a crime organisation might always be "The Boss".
You could do with "her" in a play or screenplay, with the expectation that the actor would modulate their delivery to convey the same idea without resorting to overt repetition, but that's not gonna work in writing without an external narrator voice.
