It unlocks after Chapter 1 completion without the mod. But this is where it appears.
Yeah it's not always accurate as it should be. for every sucess the people see, there is at least twice as many fails where the AI goes too wild or doesn't understand what was asked.

In truth from a real life perspective, Kevin ending of Chapter 12 is certainly a less fucked up situation then the "real" "good" ending.
