Here's the longer explanation:
About 500 years ago, during Gi Era, when Helman was in a civil war, Gross Leazas lead a rebellion and split from them, take all the eastern land of the moutain. Leazas's land was fertile safe and a good trading route, while Helman's land is mostly wasteland and extremely cold, not to count the demon army in the west always attack. That's why Helman has always want to take back their land, leading to 7th major war between 2 countries (Rance 03 is counted as the 7th one). After Lia become Leazas's queen, she continue to hold a grudge against Helman because of events in Rance 03, relationship between 2 countries become even worse until resolved by Rance.
This was explaination in data book, you can't find it in-game or can only read some summary in Rance X
