I want to say yes, but Summer Heat is not really a harem game. Unless you count the side girls. I guess it depends a lot on how you see harems, some pro harem gamer might know better.

I don't know the dev teams plans, but what I can say is it isn't harem (not fully anyway). That being said, you can fuck everything for the time being without consequence. Almost all of the lewd scenes are with side Lis though, so that may change when things progress further with the main lis.

So in summary: fuck around and find out lol.

You'll probably struggle to fuck everything that moves since most aren't fuckable yet. Don't expect harem at all. There might be a throuple down the road. That's just speculation on my part though. You're better off focusing on solo routes and know that right now, even most of those routes don't have sex on them.
