I agree developement sucks, this is far from what game should be done...
It's only because of money, long as they slows down it they get more money from Patreon.

How big is the team, I get the impression that it is pretty small. Maybe they were on holiday/vacation, or sick, or some other commitment.

Uhm no. % has absolutely nothing to do with whether it's a main story or side quest release.

For example, the last 3 side quests prior to this one were 2%. And the first 4 main story releases were all 1%.

Try to save it again and restart game then load that save, it will do same with Genesis Order too...

First you need made your own save with same position number like is downloaded. Than overwrite your saves by downloded one.
Game needs global file. So this is way how you can make it.
