Make sure that the sister's alcohol level is not above 30, this should allow you to swim with your sister when she's sober and Lindsey will be back on the beach talking to the lifeguard, and after that you can get your sister drunk again.

How do you get her naked? Watching a Drama and she (intoxicated 30) fell asleep, but has her clothes on.
Extracted images don't include any clothing layer, so they are naked by default.
...what? Did you only have one save file for the entire game? I have a save file at practically every single important game decision. About 50 saves right now.

Get her drunk (30 intoxication) and come back to the apartment, watch a movie (anything besides comedy) and this will trigger a scene where she's asleep on the couch.
When you come back from the beach, talk to her in the balcony and convince her to wear panties, should do the trick
she doesn't appear on the balcony or anywhere else until i have passed time twice and when she is available there isn't an option to do this. any idea?
