You need sufficient tech skill, and bio pods for the cortices, nanite pods for the body parts. You cannot reach 100% without doing some repairs for dome time
The trick trigger when chatting with seraphine works 100%. If you post your save i can have a look.I did scan it is that just background information or should it trigger a quest?
