1: there is no scene there
2: the manager calls every wednesday I think. after tomie comes home on wednesday and checks her phone, his message should be there. if you can't see it, consider scrolling to the bottom; you should find the nightclub manager's message there

it seems there is bug in algo with neighbors party invitation, never triggers and therefore there are no consequences too.
I mean features of 1.021 version

I don't remember it too well, but I think this event just doesn't trigger very often? I will note that it took very long to achieve the neighbors' ending and get their party invitation
